다문화 사회의 사회통합 : 전망과 과제
우리 사회는 이주민의 수가 급격히 늘어나면서 여러 가지 부작용을 낳고 있다. 사회 내 갈등 가능성이 커지고 있을 뿐만 아니라 단일 민족의 동질성에 기초한 정체성의 파편화를 초래함으로써 사회통합에 부정적 영향을 미치고 있다. 우리 사회가 건강한 다문화 공동체를 지향하기 위해서는 다양한 하위 문화 집단의 공존과 존중에서 더 나아가 이들 문화 집단 구성원들의 사회적 통합을 추구해야 한다. 이러한 맥락에서 이 글에서는 다문화주의의 한계를 극복하기 위한 대안으로 주목받고 있는 상호문화주의와 시민통합론의 아이디어를 검토하는 가운데, 그 구체적 사례로 퀘벡과 네덜란드의 경험에 주목하였다. 그리고 이를 통해 우리 사회가 지향해야 할 다문화 사회의 모습과 사회통합을 위한 과제를 제시하고자 하였다. 우리 사회는 먼저 다양한 인종 문화 집단과 그 구성원들의 문화적 동질성에 대한 강조에서 벗어나 동등한 시민으로서의 경제적·구조적 통합에 우선순위를 두어야 한다. 또한 이주민들의 사회통합 문제를 이주민들의 입국 과정에 대한 관리까지를 포함하는 보다 포괄적 시야에서 접근해야 한다. 아울러 이주민과 정주민을 사회의 동등한 구성원으로 간주하는 가운데 이들이 공유할 수 있는 정체성의 근거를 발견하고 이를 확대해야 한다.
Social Integration in a Multicultural Society : Prospects and Tasks
A massive inflow of different cultural groups can increase the possibility of social conflict, resulting in the disintegration of social cohesion in a multicultural society. In this vein, it is crucial to explore new theoretical ground and apply policies for social integration in a multicultural society. The purpose of this paper is to suggest some ideas of interculturalism and civic integration theory as alternative perspectives aimed at coping with the need of social integration in our society. In this regards, the experience of integration policy based on interculturalism and civic integration, respectively in the state of Quebec and the Netherlands, shows the importance of finding common identity on which citizens can be more integrated.
