한국군 인성교육 진단과 발전방향
이 연구는 우리 군내에서 진행되고 있는 인성교육에 대한 실태를분석하고, 그에 대한 실질적인 대안을 제시하는 데 주된 목적을 두고 있다. 군대는 국민 재사회화 교육의 기능을 가지고 있고, 그 기능을 활용하여 민주시민교육과 국민계도의 도장 역할을 하고 있다. 하지만 이러한 인성교육이 군의 정체성에 부합되지 않으면 안 된다. 인성교육을 강조했는데, 전투력을 저하되거나 군 조직의 단결을 해치는 결과를 가져올 수도 있다는 점을 경계해야 한다. 군 인성교육에서의 품성, 즉 도덕적 인성은 관계 지향적 가치 그 이상의 개념으로 규정되어야 한다. 항상 죽음을 생각하고 살아야 할 군인이라면 의로운죽음에 대한 가치 기준이 명확해야 하며, 대의명분에 맞는 일이라면주변의 시선이나 판단에 개의치 않고 목숨을 바칠 수 있어야하기 때문이다. 군 인성교육에서 다루어질 내용 가운데 으뜸이 되는 핵심 주제는군인의 삶과 죽음에 대한 가치관이 된다. 군인의 올바른 사생관은군인으로서 사명을 다하려는 의식의 신념화와 행동화를 가능하게해주는 정신적 역량이 될 수 있기 때문이다. 군 인성교육에서 다루어질 또 다른 핵심 주제는 군대문화이다. 군대문화는 장병들이 군인다운 군인이 될 수 있도록 해주는 군대사회화 과정의 환경적 요건이다. 군 인성교육은 장병들이 군대문화에 익숙해지는 여건이나 분위기를 조성하는 방향으로 접근하기보다는 장병들의 의식구조와 행동양식을 군 조직의 본질적 존재 근거로부터 파생되는 가치체계를주도적으로 정립할 수 있도록 함으로써 건전한 군대문화를 창출 하는 모태 역할을 해야 한다. 따라서 군 인성교육의 과제는 장병 개개인의 자발적 참여가 강제나 강요에 의한 참여보다 훨씬 더 군사적 효율성을 제고시키는 원리를 근거로 삼아 선정되어야 하며, 아울러 개인의 가치를 집단이추구하는 목표와 일치시키는 내용이 포함되어야 한다. 군 인성교육도 일반적인 도덕교육과 마찬가지로 사회화를 강조하는 ‘관습적 도덕’ 중심의 인성교육과 더불어 도덕적 추론 및 판단 능력과 발달(development)에 주안점을 둔 ‘반성적 도덕’ 중심의 구성주의적 접근(constructive approach)도 필요하다. 군 인성교육에서도 유덕한인격 함양을 위한 인성교육과 도덕적 판단력을 성장시켜 줄 구성주의적 도덕교육의 상호보완적인 적용이 필요하다.
An Analysis on Character Education of ROK Armed Forces and Its New Direction
This study aims to analyze the current state of character education in Korea and to present practical alternatives to it. The armed forces has the function of national education for re-socialization and plays a role of the democratic citizenship education. However, this character education must match the identity of the military. In emphasizing the character education, it is very careful for reducing combat strength or detriment to the unity of the military organization. In martial arts education, moral character should be defined as more than relationship-oriented value. For a soldier who should always think about death, the standard of value for righteous death must be clear. In military character education, the core subject of the contents to be covered with the value of life and death of each soldiers and their whole. This is because the correct view of the soldier's righteousness can be a mental capacity that enables the belief and actuation of consciousness to fulfill his mission as a soldier. In military character education, we have to focus on the concept of military culture. The military culture is an environmental requirement of the military socialization process which allows soldiers to become military soldiers. Rather than negative approaching the way to create conditions and moods for soldiers to become just accustomed to military culture, in the long term and with positive approach, military character education should move to the direction to constitute consciousness and behavior style of soldiers to be led by establishing the value system derived from the essential basis of military organization. Therefore, the military character education should be based on the principle that voluntary participation of soldiers is much more effective than military or coercive participation, and that the value of the individual should be matched with the goal of the group. In addition to moral reasoning, moral judgment, and moral development, the military character education should take much more focus on a constructive approach that focuses on ‘reflexive morality’ rather than ‘customary morality’ approach which focuses on just military socialization.
