해외 원조의 의무에 관한 윤리적 논쟁 - 도덕과 교육내용으로서 ‘해외 원조의 의무’ 분석과 제언 -

본 연구의 목적은 1차적으로 해외 원조의 의무의 윤리적 근거를 논구하고, 이와 연동하여 해외 원조의 주체와 대상, 수준과 방법 등에 대해서도 일정 부분 논의함으로써 해외 원조의 의무에 관한 윤리적 논쟁의 지형도를 그리는 것이다. 롤스의 ‘정의론’이 출간된 이후 지구적 수준의 빈곤과 기아, 불평등의 문제는 정의의 원칙에 의해 해결되어야 하는지에 대한 지구적 정의 논쟁이 발생한다. 이러한 지구적 평등주의자와의 논쟁 이후, 롤스는 ‘만민법’에서 고통을 겪는 사회에 대한 원조의 의무를 정의의 원칙이 아닌 인도주의 원칙에 의해 도덕적으로 정당화하고, 원조의 수준이나 목표에 대해서는 일종의 최소주의 접근을 시도한다. 이러한 롤스의 견해는 지구적 정의와 해외 원조의 의무에 관한 다양한 이론적 모델을 양산하는 계기로 작용한다. 롤스의 ‘만민법’ 이후 해외 원조의 의무에 관한 윤리적 논쟁은 해외 원조의 의무의 윤리적 근거, 수준과 목표 내지 범위 등의 쟁점을 둘러싸고 최소주의 접근, 지구적 평등주의 접근, 싱어의 공리주의 접근 등으로 나뉘어 치열하게 전개되고 있다. 본 연구자는 이러한 논구를 토대로 ‘해외 원조의 의무’에 관한 도덕교육을 위해 두 가지 사항을 제언한다. 우선, 도덕과 교육과정과 도덕(생활과 윤리) 교과서는 해외 원조의 의무에 관한 윤리적 논쟁의 핵심 쟁점인 윤리적 근거, 수준과 목표 내지 범위 등을 충분하고도 일목요연하게 다루어야 한다. 다음으로, 해외 원조의 의무에 관한 도덕교육은 학생들이 그 의무의 중요성을 인식하고 실천할 수 있는 역량을 함양하는 것을 목표로 삼는다면, 해외 원조의 의무에 관한 다양한 입장을 이분법적 논리로 접근하기보다는 교육적 목적이나 필요에 따라 적절히 활용해야 할 것이다.

An Ethical Debate on the Duty of Foreign Aid : An Analysis and Suggestions on ‘the Duty of Foreign Aid’ as Contents of Moral Education

The purpose of this paper is to review an ethical debate on the duty of foreign aid. By doing so, I have investigated moral foundations, purpose and scope of the duty of foreign aid from various theoretical perspectives. John Rawls’s A Theory of Justice greatly stimulated thinking about global justice. The early Rawlsian cosmopolitans have argued both with and against Rawls that difference principle should be extended to a global context. In his work The Law of Peoples, Rawls has acknowledged the duty of foreign aid not as a duty of justice but as a humanitarian duty. In particular, he has stressed the importance of imposing ‘cut-off point’ on foreign aid, claiming that the purpose of foreign aid should be to help burdened societies to become autonomous among other states. Rawls’s view greatly stimulated thinking about models of global justice and the duty of foreign aid. In other words, Rawls’s view greatly stimulated an ethical debate between his defenders and critics(i.e. global egalitarians, P. Singer etc) concerning moral foundations, purpose and scope of foreign aid. Based on this review, I have firstly suggested that moral foundations, purpose and scope of foreign aid, which are the central issues of ethical debate on the duty of foreign aid, should be sufficiently discussed in moral education curriculum and textbooks. Secondly, I have suggested that various positions on the duty of foreign aid should be used appropriately to improve students’ competencies.
